What it actually means is that they over-hired for an EV transformation that did not materialize on the timeline they sold to investors, and now they are right-sizing in waves so the quarterly impact looks manageable. The people let go are real. Some of them built systems that are still running. The reorg narrative is cleaner than the reality.
